Abstract
International Niche Market Leaders (INMLs), often referred to as Hidden Champions, are highly specialised firms that occupy leading positions in narrowly defined global markets while remaining largely unknown to the wider public. Operating mainly in business-to-business environments, these companies play a critical role in industrial competitiveness by supplying key technologies, components and services that sustain complex manufacturing systems and global value chains.
This policy brief examines the relevance of INMLs in the current context of geopolitical fragmentation, supply-chain disruptions and renewed industrial policy debates. It analyses the Basque Country as a competitive ecosystem for the emergence and growth of such firms, highlighting the role of its long-standing industrial tradition, dense innovation networks, cooperative and family-business cultures, and strong international orientation.
Drawing on more than a decade of research by Orkestra–Basque Institute of Competitiveness and the work of the BBK–Orkestra Hidden Champions Observatory, the brief combines empirical evidence with insights from ongoing engagement with companies and policymakers. It identifies key challenges faced by Basque INMLs and distils a set of policy-relevant learnings aimed at strengthening the conditions that enable these firms to thrive in an increasingly volatile global environment.
