James Karlsen is Associate Professor at University of Agder, Senior Researcher at Agderforskning, Norway, and senior associated researcher at Orkestra-Basque Institute of Competitiveness.

In his research James focuses especially on processes related to territorial development, action research, regional innovation and organisational learning. In the Basque Country, he has especially been working with territorial development in the long-term action research project Gipuzkoa Sarean. He has a long publication list of academic articles and book chapters. His last book Territorial Development and Action Research: Innovation through Dialogue (Gower 2015) was written together with Senior Researcher Miren Larrea from Orkestra.

James is currently working on a research project about knowledge flow in and between organisations connected to the Norwegian Research program VRI.

Before he started his research path, James had worked ten years in the public sector in Norway, as an adviser in the Ministry for Local Government and Modernisation, and special adviser and Chief County Planning Officer in the Finnmark County. James worked with industrial and regional development on national, regional and local levels.
