Summary

The current competitiveness of a territory should not be considered as a final aim, but as a means for constructing medium- and long-term competitiveness for people’s wellbeing. In this report we use a framework of competitiveness for wellbeing, and we conduct an analysis of Biscay’s competitiveness and wellbeing through their different dimensions. To do so, we depart from an analysis of the structural context of Biscay, and we deepen into the competitiveness dynamic levers for which there is more margin of manoeuvre for action.
