2.2.2. Human capital

This dimension includes two sub-dimensions: Internet user skills and advanced skills and development. The first refers to the ability of citizens to use digital products and services and the second is related to the ability to produce such goods and services. Taking into account the position hold by the Basque Country, this is the third dimension in terms of the result achieved.

The Basque Country reaches 58.28% in human capital for digitalisation, ranking eighth, in a dimension where Finland (77.54%), Sweden (71.63%) and Luxembourg (69.88%) occupy the first positions. Again, the Basque.
