The 2025 Competitiveness Report addresses a cross-cutting issue: the role played by international connections in driving competitiveness, responding to the current context of international uncertainty. Structured in five chapters, the first analyzes how the international geopolitical and geoeconomic context has evolved in recent years and examines the responses being deployed by both the European Union and the Basque Country. It also establishes a framework for exploring the relationships between a region's international connections and the competitiveness of its industry.
The following three chapters delve deeper into the analysis of three key avenues of international connection for industrial competitiveness: trade interdependencies, investment flows, and people and knowledge. It concludes with a holistic diagnosis of the Basque Country's current position with regard to the main indicators of competitiveness and well-being, and draws conclusions and recommendations from the analysis of the five chapters as a whole.
