This year’s 56th ERSA Congress (The European Regional Science Association) from the 23rd to 26th of August has taken place in one of the modest European cities, Vienna, Austria, which tuned in well with the topic of the conference “Cities & Regions: Smart, Sustainable, Inclusive?”.

Along with the numerous participants from across the globe Anastasiia Konstantynova, researcher at Orkestra-Basque Institute of Competitiveness, has presented the paper in progress on “Cluster activities in different institutional environments. Case studies of ICT-Clusters from Austria, Germany, Ukraine and Serbia”. The paper is a joint work with Prof. Dr. Tine Lehmann from the University of Applied Sciences HTW Berlin.

The paper states that during recent decades cluster associations have been often chosen by public and/ or private institutions as a common mean towards facilitating cluster development. At the same time, it appears that many clusters may apply similar or different activities reaching their objectives. This claims to be associated with different institutional contexts, and therefore leads to different performance results of cluster associations. In her paper she questions how these activity bundles are influenced by different sets of institutional conditions and is proposing a conceptual framework for their explorative analysis. Along with the framework the paper aims to give a detailed review of cluster associations and their activities in different ICT clusters, the development of which is central for regional advanced industrial transformation in the framework of regional smart specialization and Industrial Renaissance.

The latest version of the paper will be published in ERSA56 proceedings.
