- Mercedes holds a degree in Sociology from the University of the Basque Country (EHU).
- She has a Master's in Research in International Economics and Development and a Postgraduate in Applied Social Research, all from EHU
- She has been a visiting researcher at the Centre for Advanced Studies in Social Sciences at Cardiff University (Wales, United Kingdom).
- With an extensive background in the design and analysis of public policies and strategic consulting, she focuses her activities on the design and implementation of public policies and programs.
