The Basque Country (Innobasque and Basque Government), Lithuania (MOSTA), Piedmont (Finpiemonte) and Wales (Welsh Government) have joint the MANUMIX consortium to learn from each other’s innovation policy-mix in advanced manufacturing and its monitoring and evaluation system. The consortium will be advised by Orkestra, an institution specialised in competitiveness and regional development.

MANUMIX aims to reinforce and improve the effectiveness and efficiency of innovation policy-mix in advanced manufacturing at regional level through evaluation and policy learning.

As advisory partner, Orkestra’s role will focus on guiding the progressive development of a common framework and shared vision that is capable of fostering learning around innovation policy-mix across the partner regions. Specifically, Orkestra will:

1. Develop the regional baseline studies, which will provide a critical foundation for inter-regional learning, and are complex tasks given that policy-mix analysis is not yet well understood 

2. Advise the regions in the learning process that takes place through the interregional workshops and peer reviews.

3. Identify good practices and novel solutions from other regions or experts and contrast the results of the learning process in conferences/workshops.

4. Advise the regions in the elaboration of the action plan and monitor and provide expert input in the implementation phase to all the regions, according to the defined action plans.

All the involved regions have prioritised advanced manufacturing in their RIS3 strategies. During the implementation phase of RIS3, the regions are dealing with policy-mixes that combine previous policy instruments based on functional and systemic approaches with new rationales linked to vertical areas. The resulting complex situation will be addressed by MANUMIX.

MANUMIX has a budget of €937,661.00 from which €778,978.95 are financed by the European Regional Development Fund (ERDF) for 2014-2020 through Interreg Europe programme.
