Resumen

Este informe explota las estadísticas de I+D de Eustat y Eurostat para analizar el sistema de I+D de Gipuzkoa y compararlo con los de la CAPV, España, la UE y Alemania. En particular, se estudian los recursos dedicados a la I+D (personales y financieros) y su distribución por sectores institucionales (educación superior, Administración pública y empresas), por disciplinas científicas y por agentes financiadores (empresas, Gobierno, extranjero); y se profundiza en el gasto en I+D empresarial (por sectores económicos y tramos de tamaño). Asimismo, se atiende a la participación de las mujeres en el personal de I+D, así como a la distribución territorial de la I+D entre las comarcas de Gipuzkoa. Por último, para valorar la eficiencia del sistema de I+D, también se analizan sus resultados en términos de publicaciones y patentes internacionales. Aunque la valoración final del sistema de I+D de Gipuzkoa es globalmente positiva, el informe recoge una decena de ámbitos en que deberían impulsarse iniciativas para corregir las debilidades que todavía presenta, especialmente con relación a Alemania.

Txosten honek, Eustaten eta Eurostaten I+Gko estatistikak ustiatuz, Gipuzkoako I+Gko sistema aztertu eta EAEko, Espainiako, EBko eta Alemaniako sistemekin alderatzen du. Lehendabizi, I+Gko baliabideen munta (pertsonetan zein eurotan), banaketa sektore instituzional (Goi mailako heziketa, Administrazio publikoa eta enpresak) eta zientzia-alorren artean, eta finantzabidea (enpresak, Gobernua edo atzerria) aztertzen du. Ondoren, enpresen I+Garen banaketa sektore ekonomiko eta enpresen tamaina-tarte nagusien artean. Gainera, emakumeek I+Gko pertsonalean duten parte-hartzeari eta Gipuzkoako I+Ga eskualdeka nola banatzen den so egiten zaio. Azkenik, I+Gko sistemaren eraginkortasuna baloratu ahal izateko, sistema horri esker lortutako nazioarteko argitalpen eta patenteak analizatzen dira. Abstract

This report utilises R&D statistics from Eustat and Eurostat to analyse the R&D system in Gipuzkoa and compare it to that of the Basque Country, Spain, the EU and Germany. In particular, we study the resources devoted to R&D (personnel and financial) and their distribution by institutional sector (Higher Education, Public Administration and Businesses), by scientific discipline and by funding source (firms, government, foreign). It also discusses business R&D expenditure (by economic sector and size bracket). The study also looks at the inclusion of women among R&D personnel, as well as the territorial distribution of R&D among districts in Gipuzkoa. Lastly, to assess the efficiency of the R&D system, its results in terms of international publications and patents are also analysed. While overall, the assessment of the R&D system in Gipuzkoa is positive, the report includes a dozen areas where incentives should be promoted to correct the weaknesses still found, particularly in relation to Germany.
