The Basque Country was a first-mover in cluster policy in the early 1990s and has been at the forefront of the design and implementation of cluster policy since then. Researchers at Orkestra have a long trajectory of research on Basque clusters and the cluster policy. This analysis is focused in particular on issues of evaluation, and much of it can be found in the publications section of our website. Orkestra also often receives requests from interested policy-makers and journalists from around the world to find out more about the Basque cluster policy.
