Territory has acquired importance in competitiveness studies for a number of reasons. One is the increase in the importance of microeconomic factors to the detriment of macroeconomic factors as decisive features of competitiveness. Another is the sheer variety of microeconomic factors influencing competitiveness and, above all, the importance of the interaction between them. Finally in advanced states of competitive development the leading factors are linked to the generation, transmission and application of knowledge. Today, more than ever, such knowledge-related processes require interaction between a whole range of players: business, academia, institutions promoting cooperation, authorities and so on. Such interactions, and the consequent tacit and explicit transmission of knowledge, happen fundamentally in neighbouring working environments. Given the importance of the interaction between factors of territorial competitiveness in analyses of “territory” as a key factor for competitiveness, we approach our analysis from a systemic viewpoint, one in which the relations between players and elements of the system are a key factor in their development. District Competitiveness DiagnosticsDistrict Competitiveness Diagnostics were carried out within a research process in the context of a framework agreement between Garapen and the Institute. Reports were drawn up by agents from different District Development Agencies, following a methodology proposed by the Institute based on the analysis of indicators from the ESKUDAL data base. This research formed part of a process involving four workshops in which the agents worked on data with the support of the Institute. The methodology gave rise to the diagnostics while at the same time the analysis process developed by the agents contributed in its turn to the methodology. The learning process was mutual. 13 development agencies in the Basque Autonomous Community and Inasmet took part in the process. The agencies were: Barakaldo, Lan Ekintza, Behargintza Txorierri, Behargintza Getxo, Behargintza Sestao, Oarsoaldea, Bidasoa Activa, Inasmet (it carried out the diagnostic on the west bank of the Nervion river in the Greater Bilbao area), Debegesa, Urola Kostako Mankomunitatea, Iraurgi Lantzen, Goieki, Tolosaldea Garatzen and Amurrio Bidean.
